Shortly after writing my article on how to enter UP even if you failed the UPCAT, my blog received hundreds of hits. One thing I noticed was that many of the people who found my blog through google.com were looking for additional information on the Talent Determination Test. This article is for the hundreds more who may visit my blog in the coming weeks/ months.

If you want to take up courses like Painting, Sculpture, Art History, and the like, check out the UP College of Fine Arts website: http://up-cfa.com/. You can get contact information and download the application form from there. And yes, you can be a freshman, transfer student, or working on your second degree. Minimum grade in high school is 80%, and you have to submit your application before March 28, 2011 (same date for freshmen and transferees). The talent test is on April 2, 2011. BTW: you can choose any coloring medium to showcase your talent, except for oil paint.

I do not have info on the UP College of Music, but from what I heard, the process is very similar to that of the UP College of Fine Arts. You need to show the judges your talent on the spot.

I hope this helps.

The results of the UP College Admissions Test are out. I would expect about 55,000 students to receive rejections letters soon. Some of these flunkers will go into bouts of crying (or cursing). Some will keep silent but then suffer weeks of sleepless nights. Some will say, I don’t care, and mean it. And then, there are those people who would start research on how to enter UP anyway. I did not enter UP through an alternate route, but I know a lot of people who did. Most of them have already graduated from UP, and some are doing quite well. I’ve heard that UP these days will even inform students that they may ask for reconsideration. But that’s just one of several ways to enter UP even when your application has already been rejected.

Applying for Reconsideration

This will take a lot of leg work, but many students get in through this route. If your predicted grade (combined UPCAT score and high school grades) is not that low, this can be the way to get in. Check out your UPG (University Predicted Grade) rating. Then see if it is equal to or higher than the minimum they require for reconsideration. Here are the scores you need. (Check with the UP Office of Admission if they have updated this. Figures are for 2008.)

Let us say you got a score of 2.6. There is no way they will still consider you in UP Diliman or UP Manila. But you should still be considered for UP’s Baguio or Los Baños campus. You will have to check though which courses still have available slots. (If they do not have the course you want, you can still get in through a different course. After a year, you may be able to transfer to the course of your choice if you’ve obtained good grades. Most of the subjects you will take during your first year are common to all courses, so they will still be credited to the course you want to transfer into.) You may need to go to the UP campus several times.

There are those who say this method requires “kapal ng mukha” (thick face), but hey, do you want to get into UP or not? Also, you need to remember that there is no guarantee that your petition for reconsideration will be accepted. This time, you are fighting with other students who also got rejected for slots, and these other students may be even better qualified than you. Normally though, there are many slots available.

Enrolling in a Different University and Transferring to UP

This route requires that you get excellent grades in another college or university. You need to finish at least 33 units in another university with a weighted average of at least 2.0 (or its equivalent) before applying for transfer.

The Dean of the College you are applying to will set up the quota (the number of people that will be accepted). Applicants will be ranked based on their general weighted average. For this reason, a 2.0 is not really good enough. There are many applicants who want to transfer to UP, so you should aim to get grades that would put you in the Dean’s List. Also, there is a risk that not all the units you obtained from the other university will be credited to the course you’re transferring into.

Talent Determination Test

If you can draw, paint, or sculpt, you can still to the UP College of Fine Arts. If you can play an instrument well, or you can sing, then there is the College of Music. Both the College of Fine Arts and the College of Music give a Talent Determination Test (TDT). As I understand, the application for entrance to the UP College of Fine Arts is from January to March, right after the UPCAT results come in, though the TDT is actually held in summer (April). You still have time to prepare. The same rules apply if you want to change to another course in UP later on.

So you see, failing the UPCAT does not really mean kissing your dreams of studying in UP goodbye. It just requires a lot more effort to get in if you do not do it through the normal route.

About a week ago, I read an article attacking the Catholic Educational Association of the Philippine (CEAP) and the Coordinating Council of Private Education Associations (COCOPEA) for placing advertisements expressing alarm over our Supreme Court’s declaration that plagiarism requires “malicious intent.” These institutions had declared that the act itself is enough; intent is not necessary. The source of that article was the Manila Standard, and the author, Gerry Geronimo, even had the gall to accuse the academicians of not being wide readers, and of being ignorant of an obscure book which he mentioned.

When you engage in debate, and the person on the opposing end has to cite obscure books or writers to defend his point, you will most likely find that the leading authorities in the field have views that are diametrically opposite to what he’s defending. As a writer, he could easily have quoted from the MLA Style Manual, which is a standard guide for writers.

Harvard University’s “Harvard Guide to Using Sources” defines plagiarism as follows:

“Plagiarism is defined as the act of either intentionally OR unintentionally submitting work that was written by someone else.”1

In Harvard, plagiarism can be intentional or unintentional, so the defense that there was no “malicious intent” does not hold water. Chief Justice Corona has an LL.M. degree from Harvard. His pronouncements however, stand squarely against the views of this highly respected institution. The Harvard Guide has this to say on what constitutes plagiarism:

“In academic writing, it is considered plagiarism to draw any idea or any language from someone else without adequately crediting that source in your paper. It doesn’t matter whether the source is a published author, another student, a Web site without clear authorship, a Web site that sells academic papers, or any other person: Taking credit for anyone else’s work is stealing, and it is unacceptable in all academic situations, whether you do it intentionally or by accident.”2

Yes, Harvard’s rules say that even if you just accidentally deleted a footnote, that’s still plagiarism. If you are a student in Harvard, you can lose your reputation, your scholarship, or even your degree because of that accident. I wonder if Mr. Geronimo thinks Harvard’s viewpoint has also grown out of ignorance as well.

I’ve been waiting for some time to read a good article that defends the ruling of the high court. Gerry Geronimo’s article is not one of them.

(So far, Fr. Joaquin Bernas of Ateneo has been the only writer defending the Supreme Court’s controversial decision whose articles have made me re-examine my views on plagiarism. His view that intent becomes a requirement for judicial plagiarism but not for academic plagiarism would certainly assuage the fears of members of the academe. Like Gerry Geronimo, he also quotes Marilyn Randall, author of the book “Pragmatic Plagiarism.” According to Marilyn Randall (page xvii), perhaps the last words she heard his father utter were “So you’re going to put yourself on the line, eh?.” Lester Randall spoke those words as Marilyn Randall’s book was being sent to the publisher. In a way, Fr. Bernas is also putting himself on the line. )

Nov 15, 2010

Barely a few months after the issue of the midnight appointment of Justice Corona as Chief Justice, the Supreme Court is at it again, sinking its reputation to even more abysmal lows. Arroyo’s appointment of his former Presidential Chief of Staff as Chief Justice had raised controversial points on ethics and constitutionality. Now, the high court is again ablaze in scandal, and this time, the fire threatens to burn the reputation of this esteemed house to the ground.

Who could have imagined? Spurred by media, legions of educators, students, religious groups, and even law experts not only in the Philippines but also in Europe and the US are now raising a common voice of dismay and indignation at the Supreme Court of the Philippines. Has there been any other point in Philippine history when such a foul stench has ever emanated from the highest court of the land?

All About Plagiarism

On October 15, the Supreme Court fomented national and even international outrage when it declared Justice Mariano Del Castillo “not guilty” of plagiarism. It declared that for the justice to be found guilty of plagiarism, there also had to be proof of “malicious intent.” Justice Del Castillo gave every boy’s excuse when caught plagiarizing: “It was not intentional.” It is Microsoft Word’s fault, Justice Del Castillo explained. Were they really serious? Why, that would open the floodgates to intellectual dishonesty. Every young student can now copy paragraphs and paragraphs of somebody else’s work and say he had no malicious intent. He can just say “Look teacher, even a justice of the Supreme Court did it, and the High Court said it was not plagiarism. I used Microsoft Word too, you know.” This, among other points, was discussed by Justice Sereno in her dissenting opinion. http://sc.judiciary.gov.ph/jurisprudence/2010/october2010/10-7-17-SC_sereno.htm
What’s more, the high court ordered 37 UP professors who had pushed for Del Castillo’s resignation to explain why they should not be disciplined for contempt of court. Now, the picture of the Supreme Court in the newspapers has morphed to that of an arrogant bully. And the underdog 37, threatened with the loss of their bar cards, have generated a maelstrom of support that now threatens to engulf the Supreme Court itself.

The Deafening Outcry

Individual citizens, as well as civic groups, are standing up to the Supreme Court on its decision to exonerate one of its members on the charge of plagiarism, and in defense of the 37 UP Law Faculty.

The Catholic Educational Association of the Philippines (CEAP) and Coordinating Council of Private Educational Associations (COCOPEA) took out full-page ads (half a page for CEAP, half for COCOPEA) in major dailies, urging the Supreme Court to “withdraw its threat of sanction” against the UP law professors. The educators charged that the Supreme Court’s decision “abets a culture of intellectual sloth and dishonesty” among students.

Imagine educators all over the country telling their students that the pronouncements of the Supreme Court on plagiarism should be ignored. Imagine professors explaining to college freshmen to follow the ethical standards as explained in their student manuals, and not to take the high court’s pronouncements seriously, because the court’s ruling encourages dishonesty. Imagine the damage to the Supreme Court’s reputation.

(The CEAP counts under its membership 1,290 Catholic schools, colleges and universities. COCOPEA serves as a coordinating council of five major organizations of private education institutions: CEAP - Catholic Educational Association of the Philippines; ACSCU - The Association of Christians Schools, Colleges, and Universities; PAPSCU - The Philippine Association of Private Schools, Colleges, and Universities; PACU - The Philippines Association of Colleges and Universities; and Tevsaphil - Technical Vocational Schools Association of the Philippines.)

In Facebook, over 4,000 individuals declared their support of the UP Faculty. International law experts Evan Criddle and Evan Fox-Decent wrote an article in Opinio Juris that stated that holding the faculty in contempt was a” grave mistake”. In a blog in the European Journal of International Law, Christian Tams called the “plagiarism whitewash” strange and unconvincing, and the disciplinary action a “dangerous step” and worthy of their concern.

http://www.ejiltalk.org/philippine-supreme-court-silencing-dissent/#more-2767

Bruce Ackerman, a Sterling Professor of Law and Political Science at Yale University was quoted by the Philippine Daily Inquirer saying that “The Justice’s manipulation of the quotations to support his very different views on the matter only heightens the impropriety of using these sources without attribution.” The Inquirer quotes Ackerman further “Any effort to discipline the law faculty for bringing this matter to public attention would be extremely unfortunate, gravely undermining the Court’s reputation in the international community.” It appears our Supreme Court is grimly determined to go toward in infamy in the international legal community as well.

Opening the Door to Impeachment

The justices of the Supreme Court are not really that invulnerable. They can be impeached. Senator Francis Pangilinan has actually been quoted by Teresa Abesamis of BusinessWorld suggesting the removal of Del Castillo through impeachment last October. All you need is for 1/3 of the members of the House of Representatives to endorse impeachment and a 2/3 vote from the Senate to convict. And among the grounds for impeachment is “betrayal of public trust.” (Article IX, Section 2 of the Constitution). What constitutes “betrayal of public trust” is now a matter of political judgment.

Senators who have publicly shown support for the 37 UP Law faculty include Senate President Juan Ponce Enrile as well as Francis Pangilinan, and Pia Cayetano. In his statement, Senator Escudero said “It is my strong belief that any government official, including members of the judiciary, should not be thin-skinned about dissenting public opinion which is permitted in a democratic country like ours.”

It is quite unlikely that the Supreme Court would find an ally in President Noynoy Aquino, who has publicly expressed frustration at the court’s actions blocking his efforts at reform. The high court has so far thwarted the plans to establish the foundation of a more transparent and effective governance, something which he had promised during his campaign.

The justices of the Supreme Court are acknowledged experts in the law. But still, I wonder. Has the Supreme Court just exposed it jugular to the very detractors it has wished to silence? Is the Supreme Court in a path of self-destruction? Can this lead to a historic impeachment of a justice of the Supreme Court?

With one month to go before the 2010 UPCAT exam, I’ve decide to make my own list of recommendations on how to prepare for the UPCAT, the entrance test of the University of the Philippines.

FIRST, THE BASICS

UPCAT Sections

Math

Science

Reading Comprehension

Language Proficiency

Scoring

The exam raw score is computed as follows: right answers minus 1/4 of the wrong answers. That’s just to remove the scores of those who are just guessing. Students who guess on every question should get a score of zero, because they would, based on probability, guess correctly 20% of the answers (one out of each 5, since there are 5 choices). When you guess, you make four mistakes for every correct answer. So divide the mistakes by four, and you will get the number of right answers gained through guessing. This rule removes those correct guesses from an applicant’s score. If there had only been four choices, the wrong answer penalty would have been 1/3. If you do not answer the question, there is no score deduction.

As far as I understand, the raw score is then converted into a percentile rank. That means that even if your raw score is only 35 out of a possible 60, the score used for the UPG can still be 80% if your score is higher than 80% of those who took the exam during your batch.

Your UPG determines whether or not you get in. That, I hear, is 60% UPCAT score and 40% high school grade. If you have good grades in high school, do not celebrate yet. UP will increase or decrease your high school grades to adjust for grade inflation. In other words, if they think you go to a school with low standards, they will reduce your grade by a computed percentage (using an adjustment index). That is supposed to make it fairer for students who go to a school with tougher standards. But of course, you know these things already. So let me suggest how to proceed with your review.

NOW, THE TIPS

Tips for the Math Section

Review your basics: Fractions, Percents, Ratio and Proportion, PEMDAS, Rules of Exponents, etc. The UPCAT has traditionally had many of these easy problems. Example: If 8 percent of a number is 28, what is the number? (Answer: 350)

Remember that the UPCAT is a timed test. Let us say you failed an UPCAT mock test. Review the answers. Then see if you can solve all the 60 problems within 45 minutes. If not, try again. Though you’ll probably be given 70-75 minutes to answer 60 questions, you need to have extra time for the unfamiliar math problems that appear toward the middle or end of the Math section.

Skip the hard questions, even during practice. All questions are scored the same, so better skip the questions that will take you too much time to solve during the real exam. Just go back to these questions if you still have time after solving all the easy ones. Do the same thing when answering practice tests so you get a real feel of the exam. You can solve the questions you skipped after the time expires, but do no consider the points when computing your score.

(I once reviewed a guy who got 99 in the math portion of the UPCAT. He barely passed his math exams in high school. Luckily, logarithmic and trigonometric functions, permutations and combinations, equations of conic sections, and other math topics he found hard never appeared in his exam. Even if questions from this topic do appear, there would probably be just one or two. Because the score is first reset via percentile, you can probably make three or four mistakes and still get a 99%.

Tips for the Science Section

Review your science terms. Questions do not normally appear like questions on science terms, even though they actually are. Example: Which statement is true about mitochondria? A) all kinds of cells have mitochondria; B) mitochondria may be described as cellular power plants; C) mitochondria contain DNA; D) mitochondria are responsible for cellular reproduction; E) all of the above. (Answer: B)

Understand the concepts, and prepare for questions on their application. Example: What happens to the volume of a balloon as it rises up the atmosphere? (It gets bigger, because the air pressure gets lower at higher altitudes.)

Be prepared to compute occasionally, but remember that you do not always need to use all the numbers. Ex: An atom with a charge of -1 has an atomic mass of 45 and an atomic number of 21. How many electrons does it have? (21+1=22.)

And be prepared to work with graphs too. For example, there might be a question using a distance vs. time graph, and you can be asked about the speed of the object.

Tips for the Reading Comprehension Section

This section would really be easy if you read fast. Another section where you simply need a lot of practice to do well. Read the Philippine Daily Inquirer every day, or read a good novel over the weekend. Every time you come across an unfamiliar word, look it up in the dictionary.

Some people find it easier if they read the questions first and then read the passage. That way, they know the kind of details they are going to look for. It is not a strategy I’ve tried, but it seems to work for a lot of people.

Tips for Language Proficiency

This section is more of a vocabulary test. The more English words you know, the better your chances of scoring well. The kind of words used in the test are the kind that probably 50% percent of high school graduates have already heard, but whose definition may not be that clear to them. Avoid memorizing the really hard words you can find in most review books. They don’t appear in the exam. You are better off answering the vocabulary questions in the Readers’ Digest. The UPCAT vocabulary questions are much easier though.

For analogy questions, convert to sentences first. Zoology: Animals, Botany: _______. Zoology is the study of animals. Botany is the study of _______. (Plants).

Do not cram. I think it will help if you can visit the test site a few days before the exam. When I took the UPCAT in UP Diliman, it took some time for me and my mother to find Malcolm Hall. Luckily, we were there early. Lastly advice: take a good night’s sleep before the day of the exam.

Good luck!

Dennis Resurreccion

The University of the Philippines (UP) has long been considered a place where poor but intelligent students can study. Would you believe me if I told you that UP now gives preferrence to applicants from elite high schools in its admissions policy? What if, given the same grades & UPCAT scores, UP now can deny hundreds of students from less favored public & private high schools in the provinces admission to UP, while accepting high school graduates of La Salle Greenhills, Ateneo, and other top-performing high schools on its list? This is now a reality, and applicants from our “lesser” high schools have already been denied admission.

But which schools are the favored ones? According to UP Vice President for Academic Affairs Maria Serena Diokno, 93 of the 100 most favored are private schools. But what about those schools which are in disfavor? Prof. Diokno says 70 of the bottom 100 are classified as public (general).

How is the preference instituted into the selection process? UP ranks applicants through the UPG (University Predicted Grade) which is 60% UPCAT score and 40% high school grades. UP adjusts the UPG in favor of students coming from “high performing” high schools with an adjusment index they multiply with the high school grades. Let us say you have two applicants, Lance and Cecilia, with identical grades of 84 percent. Lance is from an elite private high school in Manila where many students regularly qualify for admission to UP, while Cecilia is from a barangay school in Bulacan. The grades of Lance can be adjusted to 88, while Cecilia’s grade may be adjusted to 68. With a 20-point advantage in high school grades already built in, Cecilia is now at an extreme disadvantage in the ranking of students for admission.

Below is a quote from Prof. Diokno’s Centennial Lecture entitled “The Future of Higher Learning and UP,” delivered last November 18, 2008:

“Dissatisfied with the affirmative action component of the previous admission scheme because, among others, it did not discriminate among high school grades, Diliman opted to correct high school grade inflation by pegging school marks to the UPCAT score. The high school grade, which is supposed to indicate student diligence in learning over a stretch of time, has thus been merged with the UPCAT, a one-time measure. Two students with identical high school grade averages—previously a one-to-one correspondence—can now be assigned entirely different marks, depending on the UPCAT performance of the school’s graduates. This adjustment index, which can be equal to, greater or less than one, is, according to proponents, a truer, more accurate indicator of student merit.”

Prof. Diokno explains that UP had pegged the high school grade to the UPCAT performance of all the high school’s graduates. (Based on another source, the adjustment index is supposed to be based on the last 5 years’ performance of the school.) That means that even if a high school student gets a score of 97% in the UPCAT, if she has twenty schoolmates whose scores had averaged only 50%, her UPG is also pulled down through the adjustment index. UP believes that it is more fair to multiply the high school grades by the performance index. This is how, Prof. Diokno says, two students from different schools with identical grades can be assigned entirely different marks. In our sample scenario earlier, Lance’s grade of 84% was multiplied by 1.05 to get 88% while the 84% of Cecilia was multiplied by 0.81 to get 68%. Using UP’s formula for the UPG, even if Cecilia scores a 97% in the UPCAT, and Lance only scores 85%, Lance will still be the one to get the remaining slot they are competing for.

UP justifies its current selection policy as a way of countering grade inflation. One way to counter grade inflation is to use a common measure like the UPCAT and create a mathematical model relating it to a particular high school’s grade. This is similar to normalizing different distributions with different means and standard deviations. But instead of doing this, UP opted to use an index based on the performance of all a high school’s students. Good students are thus penalized if they have many schoolmates with low scores in the UPCAT. Weak students have their UPG improved if they have schoolmates with high scores.

The performance index penalizes poor but intelligent students simply because they study in a schools meant for the poor, which do not close its doors to the less intelligent or prepared, and hence has a broader ability distribution. In using an adjustment index, UP ignores differences in ability distribution. It assumes that in high schools with mostly weak students, no student can ever deserve an excellent grade. For example, using an adjustment index of 0.81, even a student with a grade of 99% will have his grade converted to 80%. Prof. Diokno argues that it should not be UP’s policy to “reinforce inequality or punish those with less.” But UP’s current admission policy does exactly that.

Poor students are already at a heavy disadvantage when it comes to obtaining good scores in the UPCAT. While the likes of Lance may arrive in school aboard an air-conditioned SUV or sedan, Cecilia and her classmates may have to walk an hour or two every day going to and from home. While Lance studies in the comfort of his home, Cecilia is helping her parents in their livelihood. While rich parents can afford to have their sons and daughters attend an expensive review school, poor parents can’t even afford to buy textbooks for their children. UP not only ignores this context but even discriminates against those with less.

Financially, it is really advantageous for UP to admit the rich and deny the middle class and poor students from both private and public schools. Less financially capable students are entitled to tuition fee discounts, and may even be given free tuition under the STFAP. I do hope however, that UP is not really barring poor students simply because of their inability to pay the hefty tuition fee increase it had implemented.

With the adjustment index now currently in effect, I find it suspicious that it is not indicated prominently in the UP website or the UPCAT information page. What are the intelligentsia who have devised the performance index afraid of? It is, to my mind, an extreme injustice to keep applicants and their parents in the dark of this admission scheme. Thousands of parents, whose children, because of the adjustment index, have an almost zero chance of getting admitted to UP, will be pouring in millions of pesos in entrance examination fees to UP’s coffers every year. These parents (and their children) will probably be bristling with indignation if they knew.
